It is the objective of state planning to lay down guidelines in order to show potentials and limitations and stipulate procedures for settling conflicts. If conflicts occur across borders, additional complications are likely, as national measures are no longer adequate.The contributions compiled in this volume approach this issue from different perspectives relating to Germany and Poland. Partly comparative, and partly based on case studies from the two countries they deal with aspects of transformation processes, planning and land-use conflicts, thereby demonstrating quite different points of view on the tensions between economic and ecological interests.
