There are four objectives of this book. The first objective is to contribute to the ongoing debate of flexicurity while providing further ideas and stimuli for EZA seminars in the educational program "European Social Dialogue" with participants from trade unions and other employee organizations. The trade union representatives should be able to apply the gathered proposals and ideas from the EZA seminars in the flexicurity consultations in their home countries and hence contribute to desirable and required actions in order to achieve the balance of flexibility and security in the particular labour markets. The second objective is to develop a better common understanding of flexicurity. This booklet is meant to provide all participants of EZA seminars with a clearly arranged overview of the flexicurity strategy, enabling them to make active contributions. The third objective is to answer to what extent and how the flexibility-security nexus will play a role in the various EU countries. By describing the national flexicurity policies, we shall concentrate on good and bad practice examples in the hope that other countries will make use of these in implementing their own flexicurity strategies. Finally, the fourth objective is to provide a basis on which to assess the opinions and the approach of trade union members to the flexicurity strategy in the EU member states and candidate countries. We are interested to know what role flexicurity plays in the individual countries and how trade union members rate this political strategy on both the general and the personal level.
