In early E-Government projects, E-Government existed as a set of isolated services that were implemented as stand alone solutions for a specific problem. As these solutions evolved and matured, a more uniformed approach for governmental e-services started to appear. Besides the processes of information exchange, security and its coherences offer a set of mandatory requirements. This work focuses on security related issues by developing a security framework and showing concrete implementation possibilities. The security matrix proposed in this contribution uses the approach of stepwise refinement. Compared to the commonly used ad-hoc approach, the matrix suggests a structured approach by offering a basic decision framework. The three dimensions which are combined to build up the matrix cover the main security areas, possible solution methods and dependencies, the manipulation and their implications on security risks. The matrix serves as a generic guide to offer an approach that simplifies the process for security officers and others responsible for security. As use cases, this work details the matrix’s application for two technologies: Digital Rights Management and Virtual Citizen Cards. Additionally, these examples demonstrate the advantages of using security technologies that cover a wider range of security aspects. Combined with the structured approach of the security matrix, it enables system designers to focus better on the overall picture of their system.
