»The Country-Doctor-Quota« Country doctors play an essential role in securing an adequate medical care for people living in rural regions of Germany. But nowadays too less general practitioners take the decision to work in an underserved region. The supply of the population with a full range of primary care services is not always ensured anymore. A preferential admission to medical studies for those applicants, who want to become a country doctor, is currently discussed as a political solution. The legal professors Mario Martini and Jan Ziekow examine the admissibility of such a model from a Constitutional and European Community Law perspective and describe a possible legal arrangement of the so-called Landarztquote (country-doctor-quote).
